Efr\u00een is a district as well as a city that is 40 Kilometers to the North West<\/p>\n

of Aleppo, and it has become part of self-autonomous rule since its<\/p>\n

establishment in 2012. Later it became part of the Democratic Federation<\/p>\n

of Northern Syria, declared in 2016.<\/p>\n

The region\u2019s population was nearly 500,000 before 2011. It is comprised<\/p>\n

of many towns and circa 380 vilages. After 2011 and due to massive<\/p>\n

military operations between the regime and the opposition in nearby<\/p>\n

Idlib and Northern Aleppo suburbs, in addition to the fall of oppositioncontrolled areas in Aleppo city to the regime in December 2016, the area<\/p>\n

was considered as a safe haven for Internally Displaced Persons (IDPs)<\/p>\n

from many areas all over Syria. The number of IDPs is roughly 250,000,<\/p>\n

in addition to many families from the region who used to live in Aleppo<\/p>\n

before 2011. The current unconfirmed number of the civilians in Efr\u00een<\/p>\n

region is around 800,000 people including IDPs.<\/p>\n

Despite many battles between the SDF that control the area, and some<\/p>\n

Islamist groups (including AQ\u2019s Nusra front) and other armed groups,<\/p>\n

the SDF maintained its control over the region since it took over in 2012.<\/p>\n

EFR\u00ceN SITUATION<\/p>\n

The Turkish state and some islamist groups have started a military attack<\/p>\n

on the 20th of January 2018 with an intensive bombardment by Turkish<\/p>\n

warplanes targeting military sites and civil ordinations in Efr\u00een.<\/p>\n

Major attacks from the border with Turkey, starting from Turkey\u2019s soil.<\/p>\n

are targeting the Northern, Eastern and Western areas of Efr\u00een region,<\/p>\n

causing massive displacement within the region and many civillian<\/p>\n

casualties accord\u0131ng to UN; until now more than 16.000 have been<\/p>\n

dispalced since 20.1.2018<\/p>\n

Due to the bombardments, humanitary vialations on civillians and<\/p>\n

displacements the area is facing a humanitarian crisis and disaster.<\/p>\n

There are grave concerns for the civilians who are in the remote areas<\/p>\n

and who lack access to healthcare, shelter and food.<\/p>\n

The Turkish military attack does not only target Efrin, but they also<\/p>\n

target the Koban\u00ea and Ciz\u00eer\u00ea cantons.<\/p>\n

SDF spokesman in 1.2.2018 has declared that in the period between26\/1\/2018<\/p>\n

 until 1.2.2018<\/p>\n

– their forces have been fighting with Turkey and its allies inside Efrin<\/p>\n

more than 250 times<\/p>\n

– More than 1893 rocket came inside Efrin from Turkey<\/p>\n

. Turkey used internationally forbidden weapon<\/p>\n

In 2.2.2018 Heyva Sor a Kurd Medical team in Rajo has<\/p>\n

reported a suspension of Chemical attack:<\/p>\n

At 3:45 p.m. 5 asayish forces in name of (Abduletif Ibrahim 32 years old Ahmed Husni Abdo 37 years old- Melaz Alafo 22 years old \u2013 Mamo Jemo<\/p>\n

 years old) came to the trauma stabilization point of KRC with 30<\/p>\n

symptoms of (Nausea- vomiting- difficulties in Breathing- partially<\/p>\n

unconscious) . Those five asayishes were protected inside a cave, and a<\/p>\n

rocket targeted the front side of the cave after they were protected inside.<\/p>\n

KRC team who registered those cases has been trained in the chemical<\/p>\n

response in Raqqa battle for such attack, based on WHO standards and<\/p>\n

in project under Echo support in Raqqa governorate. The team could not<\/p>\n

analyze the situation very well according to the team leader Jamila<\/p>\n

Hame, but they get the PPE anyway for protection and decontamination<\/p>\n

Procedures.<\/p>\n

The fear of a chemical attack stems from the fact that the Turkish state<\/p>\n

considers the Kurdish forces in Syria as part of PKK, and before now<\/p>\n

Turkey in many periods used Chemical weapons against PKK in Turkey.<\/p>\n

The Asayish forces group those were in a cave in Rajo , they came to KRC casualty collection point with<\/p>\n

symptoms of nausea, vomiting, and difficulties in breathing<\/p>\n

THE CAUSES OF IMMIGRATING TO EFR\u00ceN PROVINCE<\/p>\n

Efr\u00een is located in the northwestern corner of Syria, and it is 60 Km<\/p>\n

away from the Aleppo province. Immigration to the province began<\/p>\n

since the beginning of the crisis in 2011 because of the clashes between<\/p>\n

the Syrian regime and the free army. With the intensification of the<\/p>\n

conflict, the influx of refugees to the province increased to more than<\/p>\n

300,000 IDPs from various Syrian regions near Efr\u00een (such as Aleppo,<\/p>\n

Hamma, Al-Raqqa, Idlib, Kobani, Izaz, Al-Tabqqa, Ihzer, Tel Hasel, Tel<\/p>\n

Aaran, Kefr Naya) and other regions.<\/p>\n

IDPs distributed to the villages, cities of Efr\u00een and the shelters as follows:<\/p>\n

 – in the province center: 143505 IDPs.<\/p>\n

 in Sherawa area: 76005 IDPs.-<\/p>\n

.  in Jendres area: 43510 IDPs-<\/p>\n

– in Rajo area: 6970 IDPs.<\/p>\n

–  in Shran area: 10105 IDPs.<\/p>\n

 in Shekh Al-Hadid area: 780 IDPs.-<\/p>\n

– in Bilbil area: 1645 IDPs.<\/p>\n

 – in Maabtli area: 2207 IDPs.<\/p>\n

The total number of the registered IDPs are 284,727.<\/p>\n

One of the most important reasons that led people to move to the<\/p>\n

province is the security and peace in Efr\u00een and the relatively easy access<\/p>\n

to Efr\u00een, albeit being in proximity to the area of conflict.<\/p>\n

Efr\u00een has been a region in which predominantly Kurds were living. Since<\/p>\n

the start of the war it has become a mosaic of ethnic\/religious diversity as<\/p>\n

refugees from many neighboring cities have turned to the region for aid.<\/p>\n

The self-administration helped facilitate the entry of IDPs into the<\/p>\n

province. This has led the IDPs to integrate into society and lead a<\/p>\n

normal life without discrimination.<\/p>\n

After a significant increase in IDPs numbers the self-administration has<\/p>\n

decided to create Rubar camp near Al-Basela village in Al-Sherawa area.<\/p>\n

However, the continuation of the Syrian crisis and the attacks of the<\/p>\n

Turkish state has increased the rate of immigration to the camp. Because<\/p>\n

the capacity to take in IDPs had to be increase, it was necessary to<\/p>\n

quickly initiate the establishment of Al-Shahba camp near Kashtar village<\/p>\n

in the Sherawa area.<\/p>\n

About Rubar Camp:<\/p>\n

\"\" \"\"<\/p>\n

Rubar camp is located in the east of the Efr\u00een canton, about 25<\/p>\n

kilometers away from the center of Efr\u00een city. The camp was finally<\/p>\n

established on 27\/9\/2014 with a preliminary capacity of 100 tents,<\/p>\n

providing 575 families a safe place for the Syrian refugees fleeing from<\/p>\n

the death specter around the conflict area (f.e. Tel Refaat, Maraa, Shekh<\/p>\n

Issa, Babis, Al-bab, izaz, Kefr Naseh, Aleppo and its western countryside ,<\/p>\n

Al-Qunitera, Hamma, Humus, Al-Tabqqa, Idlib and Damascus<\/p>\n

Countryside).<\/p>\n

Unfortunately the Turkish state has purposefully attacked the camp with<\/p>\n

missiles more than once, and the children of the camp came out<\/p>\n

objecting to the bombing on 30\/7\/2017. On 18\/1\/2018 the camp was hit<\/p>\n

by shrapnel which came from Turkish invaded territory. As a result, at<\/p>\n

least seven families left the camp for fear of their lives, being yet again<\/p>\n

running from war.<\/p>\n

About Al-Shahba Camp:<\/p>\n

\"\"<\/p>\n

The camp is located on the southeast of Efr\u00een, about 25 Km away<\/p>\n

from it. The self-administration has established this camp on<\/p>\n

14\/7\/2016 after the Turkish state attacks on the northern Aleppo<\/p>\n

countryside. The clashes continue around the camp between the<\/p>\n

opposition and ISIS.<\/p>\n

The camp capacity reached 270 tents inhabited by 273 families. The<\/p>\n

migrant families living here came from several areas (such as Harbl, AlShekh Issa, Im Hush, Al-Wrdia, Tel Mksour, Al-Shahba’s dam areas, AlBab, Menbeg, Izaz, Al-Raqqa and Al-Tabqqa). Many other<\/p>\n

IDPs\/immigrants distributed to the cities and villages of Efr\u00een.<\/p>\n

HUMANITARIAN SITUATION IN EFR\u00ceN<\/p>\n

Civilians live in Basements and Caves in the Jinderes district area in Efrin, they are suffering oflack of water,<\/p>\n

Civilian who was evacuating his familly after being he treated his uncle in (Rajo) in KRC Casiualty colectiv<\/p>\n

point. During transporting the familly to Efrin Hosputal, their car was targeted and as a reasult he lost his are,<\/p>\n

the auncle and his wife lost their legs,<\/p>\n

A mother in the Rajo area lost her legs on January 30, 2018 due to a Turkish air strik.<\/p>\n

She was transported to Avr\u00een Hospital.<\/p>\n

The number of victims of Turkish bombing  on the (Shya \u2013 Sherwa \u2013 Mobato \u2013Bilbila \u2013 Jenders \u2013 Shera \u2013 Rajo \u2013Afrin city) in the Afren<\/strong><\/p>\n
